Fixed weird decoration rendering on right-hand side of active windows

I came up with a fix for the decoration rendering issue a few people have seen in the McMojave dark theme, outlined here: https://www.reddit.com/r/kde/comments/ejl3f3/how_to_remove_this_extra_space_on_all_windows_it/.

I don't know exactly why it was acting up, but I found rearranging the object stacking in the SVG seemed to do the trick.
